Paraguay’s Cannabis Market

As a developing country with about 7.2 million citizens, Paraguay has a promising future in the global cannabis economy. In fact, the country is arguably the biggest supplier of marijuana in South America. About 80 to 90% of Brazil's cannabis comes from Paraguay.

Estimates believe that about 200,000 farmers make their living off cannabis growing, especially in the northeast parts of the country where rain is more frequent and the farms are more remote. Individuals are allowed to grow small amounts of cannabis for personal use as long as they have permission from the Ministry of Health.

Here’s a timeline of cannabis developments in the country:

1988: Paraguay decriminalizes personal possession of drugs, including up to 10 grams of cannabis; individuals with a doctor's prescription are exempt from prosecution.

2017: Paraguay legalizes medical marijuana.

2018: Paraguay's medical cannabis rules and regulations are set in place.

2019: Applications for its new medical cannabis industry begins; industrial hemp cultivation is allowed for every family farming producer to grow a maximum of 2 hectares (about five acres) of low-THC industrial hemp; about 25,000 families are eligible to grow.

2020: Paraguay approves 12 licenses for cultivation with 18 still pending; all license holders must donate 2% of their revenue to the Ministry of Health to support free medical cannabis for patients.

Keep in mind, cannabis production isn't up and running yet it could take years before the country begins exporting cannabis as many license holders set up their facilities and gain Good Manufacturing Practices (GMP) certification.
